HC Deb 27 April 1909 vol 4 cc167-8
Mr. BYLES

asked the Secretary for Foreign Affairs whether he has any official intimation that permanent arbitration treaties have been quite recently concluded by the Empire of Brazil with the United States, France, Portugal, Spain, Mexico, or any of those countries?

Sir E. GREY

I am informed by His Majesty's representative at Rio that Brazil has lately concluded an arbitration treaty with the United States, and that proposals have been made for similar treaties with a number of European Powers, France and Portugal, however, being excepted. I am not aware whether any such treaty has been concluded with Mexico. An arbitration treaty between Brazil and this country is also under negotiation.

Mr. BYLES

Might not the example thus set be advantageously followed by this country?

Sir E. GREY

The last sentence of my reply was that an arbitration treaty between Brazil and this country was also under negotiation.
