asked if the most skilled workmen discharged from Woolwich Arsenal were engaged at once by agents from foreign firms; and if the second and third class men were offered good places and premiums by these agents last year and the year before?

Mr. HALDANE

From such evidence as is available, it appears that the reply is in the negative.

Mr. FELL

Is there any evidence for the statement contained in the question?

Mr. HALDANE

Yes. Last summer we had evidence as to a number of men being brought to the Continent. It was very specifically alleged that they had been engaged as stated. We inquired into the matter and had excellent reason to suppose that it was not the case.

Would it be in order to ask the hon. Member for Yarmouth whether he had any information that that is so?
