§ Colonel SEELYThe agreement deals with the Transvaal Railway traffic through Lourenco Marques, and the percentage to be allotted to that port and provides for the establishment of a joint board. It also deals with the labour supply from Portuguese East Africa, the essential conditions of which, I understand, remain unchanged, and contains some commercial provisions. The text of the Agreement which has been accepted by the other South African Governments and signed by Lord Selborne, has not yet been received.
