Sir HENRY COTTON

asked the Under-Secretary of State for India how many persons have been arrested and deported without charge or trial by the agent to the Governor of Madras in Vizagapatam during the past ten years, under Section 2 of Madras Regulation II. of 1819, and under Section 7 of the Government of India Act XXIV. of 1839; and whether he can state the names of the persons and the grounds on which the deportation and arrest in each case was made?

Mr. BUCHANAN

The only such case of which the Secretary of State is aware is that referred to in the hon. Member's question immediately following, but he will inquire. Any such arrests, if made, would have been made not by the agent in Vizagapatam, but by the Government of Madras.

Is the right hon. Gentleman aware that there have been four arrests under this regulation during the past ten years?

Mr. BUCHANAN

No, Sir, I am not aware of that.

In one case a man has been under arrest for the whole period.

The only case we have information about at the India Office is the one referred to in the following question, but we will make inquiry.
