HC Deb 26 October 1908 vol 194 c1614
MR. SUMMERBELL (Sunderland)

I beg to ask the Prime Minister whether grants to local authorities in aid of schemes for the relief of the unemployed will be actually limited to the difference in cost by employing the unemployed instead of workmen normally engaged in the particular kind of work put in hand.

MR. JOHN BURNS

Payments from the grant will not be made to the local authorities, but to the distress committees. Where a distress committee contribute out of monies derived from the grant to the cost of works carried out by a local authority, the amount of the contribution will usually be limited in the manner referred to in the Question.
