I beg to ask the Secretary of State for War whether he has now further considered the question of stagnation of promotion amongst officers of the Royal Garrison Artillery; and, if so, whether he is in a position to state what steps he proposes to take to ameliorate the hard position in which the officers of this corps find themselves as a result of recent changes of military policy.

MR. HALDANE

The present state of promotion in the Royal Garrison Artillery has been receiving careful consideration, but I am not at present able to make any statement on the subject. It is, however, fully expected that in the near future the present rate of promotion will improve.

MR. ASHLEY

Will the right hon. Gentleman do everything in his power to make some announcement with regard to his proposals on this matter at the earliest possible date in order to avoid the resignation of a large number of these officers with an essentially high standard of attainments?
