I beg to ask the Prime Minister if he will consider the advisability of proceeding more rapidly with the construction of Rosyth Harbour as a means of giving work to the unemployed.

The Prime Minister has asked me to take this Question. Tenders for this work which is to be done by contract have already been invited. The contract will contain a clause giving a bonus to the contractor for hastening the work.
