I beg to ask the Secretary of State for War whether it is proposed to allow Army pensioners the option of commuting a portion of their pensions for the purpose of raising the capital necessary to enable them to proceed to British Colonies to find employment.

I presume the hon. Member has in mind commutation at an earlier age than the existing regulations allow. This would involve a considerable charge upon the estimates of next year, and I am not in a position to make any promise or indeed to express any opinion on this difficult question without much consideration.
