I beg to ask the Under-Secretary of State for India whether he is aware that dissatisfaction prevails among the Sikhs on account of the reorganisation of the governing body of the Khalsa College at Amritsar; was the new constitution framed under instructions from Government; was it objected to by a scion of the Atari house; were people allowed to vote who had not paid their subscriptions as required by the rules; was their readiness to pay, if the new rules were passed, regarded as tantamount to actual payment; and whether he can tell the House what steps the Government of India are taking to dispel this cause of dissatisfaction.
