I beg to ask the Under-Secretary of State for the Colonies whether any steps have been taken to prevent natives being engaged for indentured labour under the New Hebrides Convention by persons of extra-European race.

I have to refer the hon. Member to Paragraph 14 of the despatch, printed on pages 33–39 of Cd. 3876 of 1907, from which he will see that some time ago instructions were given that no natives should be allowed to do the actual recruiting and engaging of labourers.
