I beg to ask the Secretary of State for Foreign Affairs whether he is aware that several caravans of arms have passed through Persia to Afghanistan; and whether, since it is impossible for the Government of India to stop this traffic while the Persian route is open, representations have been made to the Shah's Government on the subject.

The Answer to the first part of the Question is in the affirmative. As regards the second part, representations were made at the time to the Persian Government, and His Majesty's Chargé d'Affaires at Teheran reported that the Persian local authorities did their best to comply with the orders sent from the central Government and to check the progress of the caravans. His Majesty's Chargé d'Affaires at Teheran was instructed to make further representations as to the importance attached by His Majesty's Government to the interception of caravans conveying illicit arms from the coast through Persia territory into Afghanistan.
