I beg to ask the Secretary of State for Foreign Affairs whether there was any serious danger to lives or property of foreign subjects in Persia before the Parliament was dispersed and the Constitution destroyed by Colonel Liakhoff and his Cossacks.

There was the danger of general disorder and bloodshed, but it was not thought that foreigners were in special danger.

Does the right hon. Gentleman accept the statement that the Constitution was destroyed by Colonel Liakhoff, and are these Cossacks Persian subjects?

The Cossacks were Persian subjects, and acted under the orders of the Shah; but I do not make myself responsible for any statements other than those which I make.
