I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland if he can state why the Estates Commissioners have not paid the grant promised by numerous inspectors during the last year and a half to Mr. Morty Buckley, evicted tenant on the Morrogh Bernard estate, county Kerry; and if he can now state the cause of delay.

The Estates Commissioners inform me that Morty Buckley has declined to proceed with the purchase of a farm, which he agreed to purchase from the owner, unless the owner also sells him another farm. The Commissioners are not prepared to make Buckley any advance for the purchase of the latter farm, and will not make him any grant in respect of the first-mentioned farm until they are satisfied that he intends to work it.
