ARTHUR LEE (Hampshire, Fareham)I beg to ask the Prime Minister whether the Government accepts the two-Power standard of Naval strength as meaning a preponderance of 10 per cent. over the combined strengths, in capital ships, of the two next strongest Powers; and, if not, could he state the definition of the two-Power standard which is accepted by the Government.
