JOHN WARD (Stoke-on-Trent)I beg to ask the First Lord of the Admiralty whether his attention has been called to the code of working rules containing the wages and working conditions for navvies and labourers, signed by representatives of the contractors and the workmen in the Portsmouth district; and whether it is his intention to insist upon the contractors of his Department in that district observing such wages and working conditions.
