I beg to ask the First Lord of the Admiralty whether the extra men who are being taken on in His Majesty's dockyards in order partly to relieve the acute state of unemployment are men who at the time of being engaged were actually unemployed.

The procedure in selecting the extra men for entry in the dockyards is as follows: Preference is given to unemployed workmen who have previously served in the yards and to unemployed workmen belonging to the dockyard towns.
