§ MR. SYDNEY BUXTONBy statutory regulations it is forbidden to send by post any packet containing two or more packets addressed to different persons at different addresses. The Postal Union Convention contains no specific provision on this subject; but it provides expressly that the legislation of any country shall remain unaltered as regards anything which is not provided for by the stipulations contained in the Convention.
