§ EARL WINTERTONI beg to ask the Prime Minister whether, having regard to the difficulty of punishing disorderly persons of both sexes who create a disturbance within the precincts of the Palace of Westminster, he will consider the advisability of introducing a Bill to make brawling within the precincts of the Palace of Westminster an indictable offence.
§ MR. ASQUITHThe whole question of more effectually safeguarding the House against the disorderly action of strangers appears to me well worthy of consideration.
