I beg to ask the Prime Minister whether, having regard to the difficulty of punishing disorderly persons of both sexes who create a disturbance within the precincts of the Palace of Westminster, he will consider the advisability of introducing a Bill to make brawling within the precincts of the Palace of Westminster an indictable offence.

The whole question of more effectually safeguarding the House against the disorderly action of strangers appears to me well worthy of consideration.
