I beg to ask the Secretary of State for the Home Department whether he is aware that some months ago the Commissioner of Police addressed a communication to the Press, stating that, in view of the motor industry being a new one, he had not strictly enforced the regulation and laws enacted under the authority of Parliament; will he say whether the Commissioner was authorised by him not strictly to enforce the regulations of the Local Government Board, and if he will direct the Commissioner to carry out the orders of this House; and will he state the number of omnibuses, at present licensed in the Metropolis, of foreign manufacture.

The hon. Member will observe, on reference to the correspondence to which he alludes, that the regulations referred to as not strictly enforced, were certain regulations affecting public carriages, made by the Commissioner himself, which were at the time under the consideration of a Select Committee of the House. One thousand and ninety-five omnibuses are at present licensed by the Commissioner, and of these 595 are reported to be of foreign manufacture.
