To ask the Secretary of State for the Home Department whether the police in London have any instructions to interfere with the speed of light motors in the main thoroughfares of London when those vehicles are travelling at less than twenty miles an hour; and, if so, what those instructions are.

(Answered by Mr. Secretary Gladstone.) The police cannot, interfere with the speed of light motors which do not exceed the legal speed limit, unless there is an offence under Section 1 of the Motor Car Act, that, is, unless the car is being driven recklessly or negligently, or at a speed or in a manner which is dangerous to the public, having regard to all the circumstances of the case. The police are instructed to take proceedings when they can obtain sufficient evidence to support a charge for any of these offences, but this is often a matter of much difficulty.
