§ THE UNDER-SECRETARY OF STATE FOR FOREIGN AFFAIRS (Mr. MCKINNON WOOD,) Glasgow, St. RolloxOn 18th September the Persian Minister for Foreign Affairs informed His Majesty's Charge d' Affaires that the Shah hoped to issue a proclamation for convoking the Mejliss on 27th October, but that the Mejliss would not open until after the restoration of order in Tabriz. This Imperial Rescript was duly published, promising that an electoral law should be ready for proclamation on 27th October, 776 and that a Mejliss should be convoked on 14th November. The electoral law has, however, not yet been published, and the question of making further representations on the subject is now under consideration by the two Governments, Russian and British.
