To ask the President of the Board of Education whether, in view of the fact that the footnote to Article 10 of the Code of Regulations for Public Elementary Schools in England, 1906, did not appear in the Codes of Regulations for Public Elementary Schools in England, 1907 and 1908, the policy of the Board of Education in regard to this matter has been varied; and whether, if the policy of the Board in this matter is as indicated in the Code of Regulations for Public Elementary Schools in England, 1906, the Board intend, as in paragraph 3 of the prefatory memorandum of that code, to insert in the Code for 1909 the requirement that there shall be on the staffs of public elementary schools a certain number of certificated teachers who have undergone a course of training in a training college.

(Answered by Mr. Runciman.) With regard to the first part of the Question, I beg to refer my hon. friend to the Answer which I gave on this subject on the 29th July last. The question of re-enacting this or a similar requirement is now under consideration.
