This Bill is out of order. Clauses 2 and 3 go beyond the title of the Bill, so that the Bill cannot proceed.

MR. BRACE (Glamorganshire, S.)

said he was afraid, after consultation with Mr. Speaker, that he could not contest that ruling, but he should like to say, on behalf of the Federation responsible for the introduction of the measure that they handed all the material to a properly trained draftsman and a legal gentleman. It only showed the pitfalls they were all liable to in connection with that matter, and he could only express his regret that the Bill should be prevented from coming on.

Whereupon the order was discharged, and the Bill withdrawn.
