I beg to ask the President of the Local Government Board whether local authorities will be liable to be surcharged by the auditors of the Local Government Board if they grant a week's holiday to their weekly servants to enable them to attend the training of the Territorial Force, and pay their wages during such holiday.

No special power is given to local authorities to pay the wages under the circumstances referred to. Whether they can do so in any particular instance depends on whether the employee is entitled under his contract of service to receive wages during his absence on a holiday. Speaking generally, it is competent for local authorities so to arrange the terms of the contracts with their employees that this should be the case.
