I beg to ask the Secretary for Scotland how many chief constables there are in Scotland who have risen from the ranks in that profession; what class of men are preferred for the positions of head constable to those trained to the business; and if he will say why they are so preferred.

I will make inquiries as to the first point raised by my hon. friend; with regard to the latter part of the question I may point out that the appointment of chief constable is in the hands of the county and town councils, and that these authorities are responsible for giving due weight to all considerations affecting the selection of suitable candidates.
