§ COLONEL SEELYThe rules of 18th November, 1907, as to the terms on which the Government of the Protectorate will endeavour to supply labour will be maintained in substance though modifications of details will be considered. The vacancies in the Legislative Council to which the hon. Member refers have not yet been filled.
