Member that in the case he puts of sudden invasion, the Regular Artillery would be available for defence. If the Territorial Artillery receive the proper support and encouragement to which they are entitled from a patriotic country and are not discouraged by criticism which ought to have been made, if at all, last year, they would be able to play a very valuable part in the defence.
