I beg to ask the Prime Minister whether it is the intention of the Government to include redistribution of seats in the large measure of electoral reform which he has promised to introduce before the expiration of the present Parliament; and, if so, will steps be taken to ensure proper representation for the loyal Unionist minority in Ireland.

Before the right hon. Gentleman answers that, will he say whether he accepts the statement in the question that the present Unionist representation of Ulster is not proper; and, if so, whether he does not think that the blame attaches to the constituencies which send these hon. Members to Parliament?

That is a matter of opinion. In regard to the Question on the Paper, it would be premature at present to give any assurances as to what the measure in question will or will not contain.
