I beg to ask the Secretary of State for War whether the County Associations of the Territorial Forces pay any of their working expenses from the outfit allowance, or whether the allowance for clothing is exclusively for outfit.

MR. HALDANE

With the exception of the grant for rent of property and buildings the grants made to County Associations are not ear-marked for any service but may be used indiscriminately upon the legitimate function of the Association.

Do I understand that these Associations are allowed to sweat some of the corps?

MR. HALDANE

We leave them purposely a free hand. Otherwise a mass of red tape might terminate their young existence.
