JAMES HOPEI beg to ask the Secretary of State for Foreign Affairs whether the King's messengers, charged with despatches for Constantinople, are instructed to travel via Berlin and Vienna; and, if so, whether, with a view to promptitude and efficiency of His Majesty's service, he will consider the advisability of altering such instructions.
