I beg to ask the Under-Secretary of State for India whether he is aware that, under the Indian tariff, workmen's tools and hand-driven machinery are, with some exceptions, subject to a 3 per cent. ad valorem tax; and whether it is part of the policy of His Majesty's Government that His Majesty's Indian subjects should be taxed upon the implements of their industry.

Tools and hand driven machinery with exceptions in favour of various classes of agricultural implements are on import liable to the general import duty of 5 per cent. ad valorem. The bulk of the tools used by workmen in India are not imported, and are therefore not affected.
