I beg to ask the Secretary of State for Foreign Affairs whether all the contracting States except Great Britain received the assent of their several Parliaments before signing the additional Act and Protocol to the Brussels Sugar Convention.

So far as I am aware, the Answer is in the negative. The matter is, of course, one of constitutional practice, which varies with each country.
