I beg to ask the President of the Local Government Board if he is aware that Ernest Leonard, of 27, East Park Parade, Leeds, was taken to Armley Gaol, on Thursday, 14th May, 1908, for the non-payment of fine and expenses inflicted for the non-vaccination of his child; that Leonard had consented to the vaccination of his children if the lymph with which it was to be done would be guaranteed free from small-pox and other disease, and that this guarantee was refused; and if he will guarantee that in future all vaccinating lymph supplied by the Local Government Board shall be derived from a source free from small-pox.

My attention has not been called to the case mentioned in the Question. As I have frequently stated, the lymph supplied from the Government lymph establishment is in all cases derived direct from the calf. I cannot always say what may have been its original source, but the lymph used at the establishment is usually obtained by vaccinating calves with vaccine lymph obtained from children, and in no case is lymph used there unless it has been passed through a series of calves.

Did not the evidence recently given before a Royal Commission show that the lymph now used by the Local Government Board was originally derived from small-pox and might therefore be calculated in certain cases to to produce small-pox?
