To ask Mr. Chancellor of the Exchequer whether he proposes to take such action in respect of levying of income-tax as will place individual traders in no inferior position to the Co-operative Stores.

I beg to refer my hon. friend to the Report of Lord Ritchie's Departmental Committee on Income-tax [Cd. 2575, of 1905], pages xxiii. to xxv. of which contain a full discussion of this subject, and the tenth appendix of which furnishes a very clear statement of the legal position, which is, I fear, subject to much misapprehension. I see no reason to dissent from the conclusions of the Committee.
