I beg to ask the Secretary of State for Foreign Affairs whether, in view of the prospective financial liabilities incurred by the acquisition of fresh territory and the political issues involved, the Government will give the House of Commons an opportunity of discussing any proposed enlargement of British territory before an arrangement involving such enlargement is finally concluded.

My right hon. friend cannot promise any except the usual opportunities for discussion on the Foreign Office Vote, and the other occasions which occur normally in the course of the session. He can give no special engagement which would not be in accordance with precedent.
