SIR GILBERT PARKERI beg to ask the Under-Secretary of State for the Colonies whether he can state what are the conditions of representation and apportionment of delegates of the different Colonies of the sub-continent of Africa at the proposed National Convention, whose object will be to prepare a draft constitution for a federated South Africa.
