To ask Secretary of State for India whether he expects to receive all the documents which have been recorded in India on the subject of the reforms initiated by the Government circular of 24th August last; and whether an opportunity will be given to this House to discuss the proposals before a final decision is arrived at.

The documents referred to by my hon. friend will be sent home by the Government of India, and some of them are already on the way. I cannot, however, undertake that they will be submitted to the House for discussion before the Secretary of State in Council has come to, a decision upon them, for which, of course, the Government will be responsible.
