I beg to ask the Under-Secretary of State for India whether the Indian Government have knowledge of any proclamations issued by the Amir or by Nasrullah Khan, forbidding Afghans to undertake hostilities against the British forces; and whether in fact, any such proclamations were issued.

MR. BUCHANAN

We have no information that any proclamation such as is referred to by the hon. Member has been issued, but, as was stated in reply to the hon. Member for Stirlingshire on the 29th April, we believe that the Amir has endeavoured to prevent his subjects from joining the rising.

Is the hon. Gentleman aware that in 1897 the Amir issued a proclamation forbidding his subjects to cross the Kabul river?
