I beg to ask the Secretary of State for the Home Department whether, in appointing the Departmental Committee to inquire into the working of the Inebriates Acts, he had in view that the Acts apply to Scotland; and whether he can see his way to add to the Committee one or more Scotsmen qualified to deal with the subject.
