I beg to ask the Secretary of State for Foreign Affairs whether he has communicated with the foreign Powers interested in the North Sea Convention with reference to the closing of the Moray Firth against foreign trawlers; and, if so, whether he has received any replies.

No communication has yet been made to foreign Governments; the terms of the proposal which should be made are now under the consideration of the Departments primarily concerned with the questions involved.
