I beg to ask the Secretary of State for Foreign Affairs whether the Government has any information to the effect that negotiations have been renewed for heavy commitments on the part of Turkey for the construction of three fresh sections of the Bagdad railway; and, if the answer be in the affirmative, whether the Government propose to continue their consent to the levy of the 3 per cent. customs increase, which was not intended to supply funds for this purpose.

I have heard the report that negotiations are on foot for further advances in connection with the Baghdad railway. The reservation of the 3 per cent. customs increase for Macedonia was one of the conditions of I consent to the levy of it. I have no reason to suppose that this condition will not be observed. There has been no question of our waiving it.
