MR. CLAUDE HAY,

who had given notice of his intention to ask the Prime Minister when he proposed to introduce legislation to carry out the pledge given by His Majesty's Government through the President of the Board of Trade to secure to would-be immigrants the right of appeal to the High Court against refusal to land, said that as the right hon. Gentleman was absent, he would postpone the Question.
