I beg to ask the Secretary for Scotland if he is aware that the Secretary of State for Foreign Affairs has recently formally protested against the Uruguayan Government's claims to jurisdiction over River Plate waters outside the three-mile limit; and whether, in view of this fact, he has secured the support of the Foreign Office to the proposals for regulating the operations of trawlers outside territorial waters which he is formulating for submission to other Powers.

I am informed by my right hon. friend that the reply to the first part of the question is in the affirmative. Any proposals to be laid before the Powers will be made on the responsibility of the Government as a whole.
