I beg to ask the Secretary of State for Foreign Affairs whether a Commission has been appointed by the Egyptian Government to examine the question of the recent and present state of cotton cultivation in Egypt; whether the members appointed are respectively the English directors of the Survey Department and the Ministry of Finance, and the English secretary of the Khedivial Society of Agriculture; and whether it is intended to appoint on the Commission any native landholders engaged in cotton cultivation and any scientific experts.
