To ask the Secretary of State for India whether he has under consideration the question of separating railway finance from the general finances of India in order that funds may be raised for the railway system, which returns over 5¾ per cent. on the capital invested, at a more favourable rate than 3½ per cent.

(Answered by Mr. Secretary Morley.) There is no intention of adopting the policy which my hon. friend appears to have in mind, nor have I any reason to believe that its adoption would reduce the rate at which capital can be obtained for Indian railways.
