I beg to ask the Secretary to the Admiralty whether the case of Ordinary Seaman Eli Bath, Royal Navy, could now be reconsidered, in view of the fact that he has already been in penal servitude for more than three years, that the assault was entirely unpremeditated and committed in a sudden burst of passion, and that he was only about nineteen years of age at the time.

Had this man's conduct in prison been satisfactory, he would probably have been released before the end of the third year. His conduct has not been satisfactory, and in the opinion of the Admiralty there is no ground for remission of the sentence.
