I beg to ask the President of the Board of Education whether Mr. O. B. Milnes, whose appointment as head teacher to the Royston school was refused last year by the West Riding local education authority on educational grounds, has now been appointed to the Bowers Allerton school at a higher salary by the same local authority; whether the educational grounds still exist; and what is the reason for this apparent change of opinion.

The hon. Member's information is quite correct. As the local education authority confirmed the appointment no occasion for an appeal to the Board arose and the matter has not come before them.
