I beg to ask the Under-Secretary of State for the Colonies whether any armed resistance to, the ordinary Law is apprehended in Natal if the proclamation of martial law were now withdrawn; and, if not, why the Governor does not now withdraw the proclamation and terminate the suspension of civil rights.

I am afraid that I cannot add anything to my reply given on the 4th of March, namely, that the Secretary of State is advised that in a I self governing colony martial law can only fee proclaimed or revoked on the advice of Ministers.
