DR. RUTHERFORD (Middlesex, Brentford)

I beg to ask the Secretary of State for India whether, in view of the approaching retirement from the Madras High Court of Mr. Justice Bod-dam, a barrister judge of that Court, he will consider the advisability of appointing an Indian barrister in his place and thereby restoring to that Court a second Indian judge, and placing it in that respect on the same footing as the High Courts at Bombay and Allahabad.
