I beg to ask the Secretary of State for Foreign Affairs whether a treaty is now being negotiated between this country and Siam under which two tributary provinces of Lower Siam are to be ceded to Great Britain in consideration of the surrender by this country of certain extra-territorial rights; when the treaty is likely to be signed; and when it may be expected to be laid upon the Table of this House.

As I informed the hon. Member for West Bristol on the 16th instant, I cannot answer Questions on this subject till I have had an opportunity of considering the terms of the draft, which has not yet reached me.
