SMEATON (Stirlingshire)I beg to ask the Secretary of State for Foreign Affairs whether a treaty is now being negotiated between this country and Siam under which two tributary provinces of Lower Siam are to be ceded to Great Britain in consideration of the surrender by this country of certain extra-territorial rights; when the treaty is likely to be signed; and when it may be expected to be laid upon the Table of this House.
